7501-116 Possible L.D. Howard patent bench attachment. Base with hole to attach to bench, 8" arm extends out with swivel part attached to end. Faded red japanning. The interesting part is one end has "L.D. Howard, Patent Applied For, St. Johnsbury, VT" in black paint, faded.
